You're not going to like this.....
but you have to find out for yourself.
First off. Get at least two good reloading manuals. Lyman and Speer both make excellent ones. So do Hornady, Hodgdon and there are others. Read up on 38 Special. You'll have to decide if you want a heavy or light bullet. (I'm a heavy bullet guy, myself.) Then you want to use a fairly slow powder that gives the highest velocity. (You have to choose the powder; there are several nominees.) Work up to as much powder as you can handle in recoil, staying under the maximum loads shown. But there ain't no magic one-load-fits-all recipe.

I am assuming PD means personel defense. If this is the case, do not make PD reloads. If you ever have to use your homecooked honeys, the prosecuting attorneys will have a field day. " Mr. Smith, did you shoot my client (or corpse) with a special round you fabricated yourself?" What is the matter with ammunition bought from stores?" You're really into this aren't you Mr. Smith?" Anyway, you see where I'm going. Make cheap ball rounds for practice. Spend a little to zero your weapon with a carry load you can buy readily.

THEN PRACTICE
You get yourself a good 158g LSWC (www.pennbullets, www.castperformance.com, www.sixgunner.com/creeker/Default.htm) and about 4.Xg of Hodgdon Universal Clays, in a good case sparked with a Federal primer.
Yep.
