It's a moot point,,,

Basically he can do whatever the heck he wants to do,,,
Who is going to arrest the President of the United States for a gun violation.

The Secret Service agents are fanatical enough to not allow it,,,
People can talk about law & legality all they want but when it come right down to it,,,
The agents will declare it an attack on the POTUS and simply not allow anyone to get close enough.

I don't think Illinois or DC will give him a permit.
If he was from any other state it might be easier.

I'm thinking the most compelling reason for a President to be armed would be to protect himself from the secret service.

Surely there is historical precedent showing a world leader being killed by his own security or cabinet.

Current president not withstanding, are you sure they dont. I could see previous presidents carrying a small snubbie or derringer in their pocket.

If a president carries a derringer - then that's evidence of a lack of firearms acumen.

just to recap... keep in mind no citizen or even law enforcement agency has the power to arrest the president while he or she is in office... only the Senate does. I'm pretty sure that is in the constitution... and there is a valid reason for it.
