Fed law and state law
In many states a person can get a permit to purchase handguns, in my state this is what is used instead of a call to nics, will this still be the norm? Or will all gun sales have to be called in? I would think the permit or ccw would supercede the call but am not sure after these new laws will be drafted.

Until we see the actual text of legislation, there really isn't any way to know what will be required. Look a little further down for a discussion of S. 649, which is the base gun control bill that's up.

Ya I looked it over but didnt see anything about that. I did see the gifting is still in for relatives. Time will tell I suppose..
