Handloading 30/30 for HD

I live in NJ-which prohibits virtually EVERYTHING : hollow points ( even for .22 LR ! ), soft points, etc., etc.

I'm wondering if it would be possible to make up loads for a 30/30,designed specifically for home/property defense, and for short range target shooting. I'm thinking flat point lead bullet - about 170-190 gr, - with a muzzle velocity of 900-1000 fps.

Object would be to (roughly) duplicate performance of .357 magnum/ .45 Colt - as fired from a handgun , insofar as terminal ballistics are concerned.

Anyone have any suggestions ?
