Hand Gun shipping laws?

Can someone who knows for sure tell me if its legal for a Manufacturer/Distributer to ship a hand gun to the owner after repairs are made? The gun owner ships it for repair and the manu. ships it back to his home. Don't you have to ship it through a ffl guy?

Correct, you ship direct to manufacturer, repairs are made, shipped directly back to you.
