Is it a "bright" ring or a bulge?

Take a piece of fine, stiff wire and bend a 90 degree hook in one end and run it all the way to the bottom of the case and slowly drag the hook up the case wall. If it tries to catch on the inside of the case where the "ring" is, then you are getting ready to have case head separations.

It is probably time to replace your brass anyway!

Throw it away, you ARE about to have case head separation.
