Question about NC Handgun Law

I have a question about receiving/carrying a handgun in North Carolina. I can't really understand some parts of the law. Thanks for any help you can provide.

1) It is illegal to purchase a handgun, a) without a permit and b) under 21. But is it legal to receive a handgun from a family Member (as a gift) if I am 18 and have a pistol purchase permit?

2) If I am 18, I can legally open carry a handgun if I own it legally, correct?


I know I cannot buy a handgun, but it is my interpretation that if I acquire a permit I can legally own (not purchase) a handgun.

Sorry for asking this, I just wanted to make sure what is/isn't legal.

You should be able to get a copy of the state firearms regulations from state web site or for sure from local government.

Yes. You have to be 21 to purchase from a dealer, but you can buy one privately at 18. You'll still need to get a pistol purchase permit from your sheriff. They run $5.

Also, yes. Bear in mind, the practice can be problematic in some places. § 160A-189 has this bit about "display" of firearms:

A city may by ordinance regulate, restrict, or prohibit the discharge of firearms at any time or place within the city except when used in defense of person or property or pursuant to lawful directions of law-enforcement officers, and may regulate the display of firearms on the streets, sidewalks, alleys, or other public property. Nothing in this section shall be construed to limit a city's authority to take action under Article 1A of Chapter 166A of the General Statutes.
Chapel Hill has banned open carry under this language, and I recall some weirdness about the size of the weapon being a factor.

It's like $5 for the permit and $2 for online processing here, I think.
