ok, I have tried chambering a bullet just barely set into the case...and i can close the bolt. I notice marks on the bullet, about .25 inches worth. It doesn't seem to have set back into the case any further than it was when i chambered it.

Do i set the bullet .25 inches deeper, and tada, I am there? or am I missing something. I have't tried with a sliced case neck, that is tomorrow afternoon when I get home from work.

You didn't measure it before and after? In any event the short story is to assume this is in contact with the lands. Measure the ogive to base of the finished round. Seat the bullet 0.01", 0.015" and 0.02" deeper than this measurement and see which is most accurate.
