Don't they test each lot before they are released to spot these things? Or is it a case where only a few founds got a bad charge or something?

Just received an e-mail from the Virginia Citizen's Defense League that last week ammunition on the Federal recall list caused an H&K to blow up at the Hampton Road Criminal Justice Training Academy.
