Phelps shell plate

I was looking at a friend's old Phelps .38 press today. He said that he was pretty sure that at one time there was a .223 shell plate made for it. He said that if a Phelps one could not be found, that Star might have put one out after they bought Phelps out.

My question is where can I find a .223 shell plate for it? Any idea on how much one would set me back?
