22-250 Seating Depth vs Load

I have an '06 22-250 Rem 700, 22" SS Barrel, 1 in 14"; & plenty of length in the magazine. I used my Stoney Pt. depth ga., followed the instructions and came up w/ 2.5085" depth for a Sierra #1455 .224 Blitzking BT. If I start at 2.35" COL as listed, I'm .1585" off the lands, which seems way to far? Which do you do first, find your best load or bullet seating depth? Doesn't one effect the other. Do you set your depth at the recommended length and then find your best load and then adjust your depth to see if it improves? It seems like a catch 22?

The way I do it is pick the seating depth I think will work for the bullet/powder I want to use. then ladder up the powder for the best result. then I start adjusting seating depth. bear in mind I would suggest you leave at least one bullet dia. in the case. if you don't have enough bullet in the case you stand a chance the bullet will not come out of the case in alignment. . Had a Rem 700 VLS that the leade was so long I couldn't anything less that a 55gr bullet to work. IMNSHO somewhere between .015 and .030 should be the sweet spot.
