Springfield model87a .22

got a couple quick questions,..i don't know much about 22's but this gun is in working order...but two problems. One - the bolt won't pull back and cock when the magazine tube is in and the gun is unloaded. Pull it out entirely or load it and put it in and it goes back fine. Any reasons for this?

it also likes to stovepipe alot, and will not fire semi auto though i believe it is a semi-auto weapon. i know it'll be a shot in the dark but if you can offer any explanations possible I'd appreciate it. in it's current state I'm looking to sell for 75-100. is this a good deal? i like i said it DOES work fine, just need to manually extract and clear the occasional stovepipe.

Stove pipes on .22 autos has to do more with ammo than anything else. Try a different brand and see if that helps.

Can't help with the other problem.
