Initial start of handgun permits

I'm a newby, but I wanted to know what year was the start of required handgun permits? Was it different for each state? I live in North Carolina. What about handguns that were in your possession without permits?

As in concealed carry?

I know concealed carry was banned in many areas for decades before they decided to make it possible for legit folks to carry.

NC has a pistol purchase permit. That started in 1919. Most states don't have anything equivalent. Like many gun laws, it has racist origins. Don't know about those that owned handguns at the time the law passed.

Thanks for the info. I had no idea that permits to purchase started that long ago. I realize that many were traded, sold or moved around without any permit and was curious as to how those guns might be traded or sold now.

It does not really matter how a gun might have been traded, sold, or moved around in the past, since the guns were in no way registered. Guns brought by people moving into NC are a good example. The only thing that matters for a legal transfer to take place is that the current purchaser has a pistol purchase permit or a NC concealed handgun license.

zoomie is correct that the permit law had a racist origin. If you were the 'wrong' kind of person, the Sheriff wouldn't give you a permit. Permits are still issued at the Sheriff's discretion. OTOH, NC has a "shall issue" law for concealed handgun licenses.

You can pretty much bet that most discretionary firearms laws in the southern states (ie, ones where the sheriff gets to decide) started before the 60s and were to keep the underclasses unarmed. It's a very odd thing though because while those laws are still on the books, no sheriff in the south would ever do something as stupid today as deny people based on race, income, etc. (Except for college kids, though. Some sheriffs in AL will mess with that).

However, when you look at the north east states with discretionary laws, the sheriffs will deny based on whether they like you or not - total discrimination that would never for a minute pass in the south today. It's a very odd turn of events.

Tet4, it's the same in California where the local sheriff has complete desecration. This is done under the guise of the applicant needing a good reason for a CCW, but in fact they often make the call based on their perception of ones character, which in the right hands is effective screening but in the wrong is the basis for all discrimination. It's also surprising this has survived 2nd A challenges.

Purchase - no permit required
own - no permit required
open carry - no permit required
conceal carry - permit required (but they're trying to change that) + if you have a conceal permit no background check needed when purchasing.

It wasn't until last year that we actually had a court system that recognized a right to keep arms. Per the court, there is really no right to bear arms yet in the several states, so that's why these insane laws still exist.

Your comment goes to show how reversed the states have become with the recognition of civil rights. The south was once the bastion of civil rights infringements because of racism and slavery. Now, there's very little because everyone has learned their lessons, but in states that scream and cry all day long about civil rights(new jersey, cali, new york, etc), people are violated left and right. And the one way that will change is from public outcries from those who live in the 'now free' states. I guess I just find the irony in this very intriguing.
