I work as a Machinery mechanic in an Industrial environment and I am able to make most of my targets...Does anyone have a good plan or drawing detailing the hinge mechanism of a pepper popper target?

You can get the dimensions from the USPSA website - uspsa.org or in the back of the USPSA rulebook.
