Vertical stringing?

Took my Yugo refurb to the range today. Haven't shot it in a couple of years and am planning on scoping it for next year. Also trying out some Sierra 150 Pro hunters. Bore is mint and muzzle is tight as is the case with all the Preduzee stamped 98's I've ever seen. First shot at 100 yards was dead center bull with a six o clock hold. The next shot was four inches high with the third and fourth left and just under it, all with the same hold. Aimed at another target and fired five more rounds. Windage was perfect but the bullets stair stepped on top of each other. What causes this vertical stringing? Could it be the front barrel band. The K98 I currently hunt with get's consistent 1" groups at 100 and the front band has to be tapped on, it is that tight. The Yugo band, however, can be easily slid on and off by hand.
