If you order a barrel online

Does it need to be shipped to an ffl?

No, receivers are generally the FFL bit.

Only the part of the gun with the serial number has to be shipped to an FFL holder.
If the barrel and receiver, with the serial number, are made as one part, like a Ruger .22, for example, then it would have to go through the FFL, also.

I think you oversimplify. I have guns with several easily dis-mountable parts (barrels, trigger group, stock...) all marked with the same serial number as the receiver. IINM, it's the part that contains the trigger assembly (which may be removable) that is used to define the firearm. A typical example is an AR-15: You can ship everything (numbered or not), except the lower receiver, to a non-FFL.
