this may sound silly, but call your local scrap buyers and ask if they buy fired shell cases, if they do, pay them a visit and offer to buy them at a few cents a pound over what he sells them to the smelter. sort out what you want and sell back the rest, you just might be surprized at the results.

You can buy LC M2 ball, loaded, through the CMP. You'd have to shoot it first. New IMI brass is military specification and saves you having to remove primer crimps. Remington .30-06 had the same weight and volume as LC '06, last time I measured it. That allows you to develop a load in Remington that you will later put in mil-spec brass. I've shot a good deal of Remington through my M1A without problems. The rims beat up a little more than the harder military stuff, but not enough to cause function problems. My Garands, though, have mostly digested Lake City, just because I saved a lot of it over the years when I was still using the Garand in service rifle matches. I see no reason the Remington wouldn't work, though.
Jeff Bartlett has what you want, except the '06 is pull-down LC 69, never fired and priced accordingly. Probably, other than shooting CMP ammo, that will be about the only source anymore.
