OP asked about appatatus needed. Lee Loader is the simplest "apparatus" needed to assemble safe shootable ammo. In the kit is directions for use, a load chart and powder dipper. If the directions and load chart are followed the only need (besided components as noted) is a mallet...

The O.P. also implied that he has an eye on easy, integrated upgrading

To my mind, the place to start is a Single Stage Breechlock press (Lee and Hornady make them, that I know of) or an Auto-indexing Turret Press (only Lee makes them) or a regular Turret Press or, if the O.P. is so inclined, a Hornady or Dillon Progressive.

But if you start with a progressive, it is hard to get down to a "bare minimum" setup to be expanded later.
