Opinions on the Savage 18890 12 F/TR .223

Is it worth 4 times more than a Savage 19220 AXIS 223?

For prone f class shooting, yes in my uses
For hunting, or anything requiring carrying or a quick 2 nd shot no as it is 12 lbs without a bipod and scope.

All depends on what you want it to do
A single shot 30" heavy barrel with a trigger measured in ounces is in a diffrent class than an axis

But you asked for opinions, I like mine for the game it was meant to play, (in a 1:7 twist)
And it is worthy of good glass. The arrow is fine, the indian( me) needs work.
