What is neck run out?

Is it that the neck stretches in length. I see it referred to often in neck sizing but I'm not sure what it is. I also see RCBS has a tool for checking for run out but it looks like it is measuring for consistent outside diameter of the neck. Someone please straighten me out.

Run out is how "off center" the neck is to it's center axis.
