So if you win it, you are required to report it as income and pay 30% of the retail value as tax?

Only if they report it to the IRS.

By the way, game shows do that. i.e. Win something worth $100,000.00 and right away, you've got taxes to pay.

my personal view, The guy that bought it and paid for it already paid the taxes on it and now he just wants to give his members some fun.

the way i read it I think the person conducting giveaway pays for shipping not the winner.

Reading it quickly, I mainly scanned the part about "expect to pay the shipping costs".
