38 spcl load??

I would like to load (.38 spcl) 148gr. HBWC with 3.o grains of Win. 231 Target loads. My question is how far should I seat the bullet and how much crimp should I use. Should the bullet be seated flush with the top of the case?

perfection, maybe

Seat flush, gentle taper crimp (from the Redding Profile Crimp Die).

Best accuracy can be found by varying charge weight using .1g increments, bioth more and less.
