75 grain v-max in the 6mm rem

I loaded some 75 grain v-max in my 6mm rem. I tried the overall length method of putting it in the chamber long and gradually seating it deaper until there were not any more scratches. I checked it after a few tries and the calipers said it was way under the min. legth in the manual of 2.790. For further info I used 38 grains of reloader 15. Is there maybe something else that is leaving these marks on the bullet instead of the lands? I did steel wool the bullet each time I tried it.

If you have a handload that measures under the published overall length, it shouldn't be contacting the rifling. Have you loaded for this rifle in the past?

The action could be scraping the bullet on the way into the chamber.
I've found that the bullets drags a bit as you push it into the chamber in both of my 700's.
