Insurance.
Business license(s). A "production area" on appropriately zoned property (some areas don't like the idea of an "Ammunition Manufacturer" working in a residential structure). 06 FFL. A yearly (or more frequent) visit from the ATF, for inspection (the entire place of business, production area, storage areas, office areas, and record-keeping areas can be searched and inspected). And, any other requirements that may be in place at a State, County, City, or Local Association level.

As others have mentioned, there's a ton of legal overhead. You'll probably get pressure from the EPA. You'll certainly get grief from OSHA.
Now, you don't mention your state in your profile. In many states, you can load up a few boxes and sell them privately. In other states, even that might run afoul of the law.

Even if your commercial loads didn't blow up somebody's gun, how can you prove that it didn't? Lawsuits are about winning, no ethics involved.
