reasonable necessity

I have searched this forum and several others but have not found an answer to this question...

When applying for purchase and possession of a Silencer, you are required to provide a letter of "reasonable necessity"... Indicating why you need a silencer..

What have people used to answer this...?

On the Form 4, there is a spot for you to fill in a reason for the suppressor/machinegun. I have always put in there "Investment/Collection/Recreation". This has never been an issue with any of my transfers. I have never heard of a separate letter of necessity.

Noise reduction is reason enough in itself. To prevent hearing damage would be another way to say it
