Using a tire to support a target frame

Our range is in the desert and frequently wind is a problem with targets. A member came up with using a fairly big tire, ie: 33X15 or so. He drilled two holes one on each side completely through the tire; tire laying flat,and target frame supports placed through the holes. It seems to work well. Is this a safe use? It's fairly recent, but I don't see any bullet holes in the tire. Can the bullets bounce back? What about .22 rounds? As I said, there have been no problems...but..?

22 bullets will definitely bounce back and take it from me they hurt. If you are going to use the tire get yourself some burlap sacks and when you set your target up fill enough sacks up to cover the front of the tire. The extra 4 or 5 minutes will be well worth it, believe me. As long as you don't perforate the bags to much you can empty them and reuse later, buy them by the bunch, they aren't expensive and have a hundred other uses.

Shot a match on a range that had just been rebuilt and they were so proud of their tires behind the berm and under the targets. Everything went fine during 50 yard slow fire then we moved to 25 yards time fire and the whole firing line got peppered. We had to stop the match and they had to tear out all those tires they had so painstakingly put in.

Here's a couple of alternative methods some places use:

Attach large garden stakes or rebar to the target supports and drive them into the ground.
These work quite well even in soft sand.

Attach the target supports to a large base and drop weight lifting weights over the supports, holding down the bases.

Both of the above transport easily in large numbers for multiple targets.
