can I neck down 223 brass to 17rem?

I am considering a 17 remington rifle and would like to know if I can neck down a 223 case to 17 remington and how it is done.I have neck sized some 308 cases to 243 would it be the same procedure?

No.

The 17 R-P is based on the .222 R-P Mag.

see the case for the .243, 260 rem, 7mm-08, 308 are all the same only necked for different bullets.

Your talking about jumping from one case to another.

You can always make a wildcat, 17-223 is easy to get dies for and comes close enough. This way you'll at least have a match barrel.
