Wisconsin's DNR contradicts themselves all the time. This map....

There were confirmed cougar tracks near Racine in Racine county also. Worse then the UFO coverup!! All he has to say in his defense is that there ARE no cougars in Minnesota and to just ask the state DNR. When the DNR confirms this he'll get off because he then must have shot a feral cat.
