Some "inside baseball" on Bush Administration's Divisions on 2A

Dick Cheney is out selling his new autobiography and one of the "insider" pieces that came from it is that apparently Cheney disagreed strongly with the position taken by then Solictor General Paul Clement's amicus brief that the Heller case should be interpreted very narrowly. The decision at the time was not popular among Second Amendment enthusiasts and apparently wasn't all that popular among certain parts of the White House either. Cheney goes on to say that when Sen. Kay Bailey Hutchison approached him about a separate amicus brief on behalf of the Senate, he thought that was a good opportunity to indicate the stance DOJ should have taken in their brief.

Cheney's break with the administration was controversial at the time, and many folks screamed that he was somehow "off the reservation," forgetting that one of his main roles is President of the Senate. I can't recall a historical precedent for his actions, but the authority is certainly there.

So who carries more water in the White House- The Prez's chief of Staff or the Vice President? Nice to know that Cheney was a solid 2A supporter.
