Those are rounds for the pictured M1895 Nagant revolver. The M1895 has a unique operating system where the cylinder is pushed forward against the forcing cone during firing. The bullet is seated completely in the brass and it pushes the brass into the forcing cone slightly as the bullet exits the gun. All this eliminates the barrel/cylinder gap and theoretically increases the bullet's velocity. It also makes for an obscenely heavy double action trigger pull since the shooter is cocking the hammer and pushing the cylinder forward when pulling the trigger. The elimination of the barrel/cylinder gap also makes the M1895 one of the few revolvers that can be successfully used with a silencer.
