.410 pistol

Is a 410 pistol that appears to have been made that way legal? This gun is called a Essicks, it has a 8" barrel, and a pistol grip. It appears very old, as it has a flaking off Ni receiver, and worn walnut checkered grips....Did some research and only came up with long guns....Wondering
