Roll the clock back 30 years. There was no surplus 7.62x 54 ammo to be found. Norma was the only seller of this ammo and back then it was around $20 a box....if you could find it.
I had a Westinghouse Mosin and was able to shoot it with Norma brass and reloads. My bore slugged out at 311. Since then and with many Mosins imported these days, I have slugged many bores and agree, they run the range from .308 to .313. I have heard others find bores larger than .313. |

FYI, if it hasn't been explained yet....
7.62x53R brass is all you're going to find, commercially, for 7.62x54R. It's the same thing, with a 1mm shorter neck. Everything I have seen, commercially produced, uses 7.62x53R dimensions, even if it is sold as "7.62x54R". So, don't freak out if you run across the substitution; and do keep that difference in mind while checking case length and/or setting seating depth for crimp grooves/cannelures.
