rifle shooting too high

I have a ruger 10/22 that I put a Tasco 3x9x40 scope on. It sits on a generic picatinny base that I purchased off of Amazon.com. I somehow cannot adjust it down far enough to even get it on paper! It shoots about 12 inches high at 50 yards and there is no more adjustment left on the scope.

Do they make shims or some such thing to put under the base on the back to raise the back of the scope?

Any other "fixes"?

Dumb question, I know... but you're adjusting the elevation the right direction, right? You aren't pushing the POI higher, are you?

as far as shims i in the past have used a shotgun shell and cut it some i heard that on a forum and it worked just fine also a cut and put a playing card in the scope ring above the scope in front and under the scope in back the 22 doesnt kick muck and the cards dont compress to to much and are thin enough for the set screws to engage and hold

The 10/22 base is tapered. Make sure you have the skinny end forward.
