Me or the sights

I was working on my double action trigger pull on my Tomcat Titanium the other day and can get two mags in a 2 1/4 inch hole at 7 yds, slow fire. But with the point of aim in the center of the target, they are all grouping at the 10 o'clock position about 3 inches from the center. I think my hand is remaining steady throughout the squeeze. Am I doing something to cause this or do I just need to tap the rear sight to the right a bit?

Easiest way to find out is to have someone else you know to also be a good shot fire the same gun at the same distance(s). If you're both shooting to the same 10 o'clock point of impact, Nature is telling you it's the gun, and not you.

Or shoot off bags. My Sig 220 was shooting consistently left, turns out the sights were off.
