How Come?

How come my display of a thread doesn't include the "quote," "multi-quote," and "quick reply" buttons at the bottom of each reply? If I want to quote something, I have to copy/paste and put it in italics.

Those buttons were disabled because they were severely abused to the point of making threads unintelligible.
