Scout?

One of the instructors in our hunter ed class came in with an old gun receiver. It is very rusted. It seems to be a top break action, no barrel, and we think the long lever on the bottom is actually the trigger. It is labeled "Scout" but there isn't much left beyond guessing. Any ideas would be appreciated.

Sounds a bit like the M6 scout, break action, double barrel, wonky trigger, and the name fits.
