I finally solved the problem...

For years I have been using the Pacific/Hornady Pistol Powder Measure to load 22 Hornet. It worked very well except, that I had to use a funnel to avoid spilling powder.
Today I found the POWDER DROP ADAPTER/Powder Measure Adapter for my Hornady Projector press. I screwed the little disk powder measure into it and for some reason I am not loosing powder. IT WORKS!!!
