strange mark on brass

I bought some once fired .243. One of the cases had a bulge near the shoulder. It was a circle about the size of a pencil eraser. It was an outie not an innie. I wondered if it could have been used with a copper crusher or something similar?

the people used before you apparently used to reload and when theyre were using the bullet placing die they were applying to much force which crushed the shoulder, thus disforming it.
