NEW ORLEANS (AP) — Mayor Ray Nagin suspended the construction of FEMA trailer parks in the city after a confrontation between federal workers and homeowners who were outraged that a government trailer park was being built inside their gated community.

With an election three weeks away, Nagin sided with the residents of Lakewood Estates, a community of spacious homes in the city's Algiers section, and suspended the nearly completed trailer project there and similar projects elsewhere in New Orleans.

The Lakewood Estates trailer park was meant to house 34 single women and their children who were left homeless by Hurricane Katrina, but area residents complained it was too close to their homes. The neighborhood association also sued the Federal Emergency Management Agency seeking a permanent injunction against the project.

FEMA officials said they were surprised by Nagin's decision, especially since he had approved the Algiers trailer site months earlier, FEMA spokesman Darryl Madden told The New York Times. All the necessary building permits had been obtained, Madden said.

The city may have to reimburse the federal government $1.6 million if FEMA is not allowed to finish building the trailer site, Madden said Tuesday.

Fights over where to put trailers for displaced residents have been a persistent problem. Disputes have erupted over whether trailers should be put on playgrounds, in parks and in historic areas, and Nagin decided that council members would be able to veto trailer locations in their districts. In December, Nagin backed away from a list of proposed sites because of protests.

The mayor said Monday he might use the impasse to push FEMA to abandon its trailer plan in favor of modular housing or investments in existing apartment buildings.

The Lakewood Estates protest Saturday started with a human and vehicular chain to block federal workers. When federal security officials threatened to arrest them, New Orleans police were called in and threatened to arrest the federal workers, residents said.

The trailers are separated from homes only by a low concrete wall, and some trailers are only a few yards from the existing homes.

"You've got a thousand locations that are better," protest leader Edward Markle told the New York Times. "I won't be able to take a bath without them seeing me."

I only hope that when they get these trailers located they put pontoons on them - the next hurricane season is just around the bend.

I'm sure there's more to this than just what's in that story...besides, it's not like he's seeking reelection, hell, I thought he was trying to step down (or am i mistaken)

If Nagan is actually re-elected...I won't know what to say.

FEMA dropped the ball, no doubt about it. But now they even have to contend with Nagan. He is worse than a hurricaine. Good for making speeches about "chocolate", but worthless for anything else.

By the way, what ever happened to all of Nagan's school busses? Oh yeah, and were those firearms ever returned? Or maybe the firearms are being stored in the busses...

Building a trailer court in a gated community where "The Beautiful People" live?? ROFLAMO!! I can see it now: BMW in one driveway, primer brown Camaro up on cement blocks next to it!!

I know that this is hard to believe, but there are an awful lot of wealthy Black people who own spacious homes in gated communities in New Orleans, and believe me they worked very hard to get out of the hood and into the gated community (HINT Mayor Nagin and his family Hint). Now they dont want the Hood in their gated community.

Difficult to believe but true.

And its possible they are ALL Democrats, so folks it aint race, it aint politics, its just folks who worked hard to escape poverty not wanting their dream ruined. Thats how they see it.

Stupid enough...

Yes the people of New Orleans are probably stupid enough to grasp at the hopes , dreams, and illusions that Nagin will throw at them...like a dog to a bone.. the same incompetent people from katrina are still making incompetent decisions...Why should my tax dollars be spent to build a "chocolate city"?....Nagin is a snake oil salesman...COBRA

Just what the color of those who live in a gated community is, is a pretty dumb comment in and of itself. You'll notice that Nagin approved the site, there had to be signs posted on the property, but nobody bothered to object until the bull-dozers arrived?

Will you get off of FEMA? I don't know how many times it's been brought up that FEMA can't act until asked for by the governor. The president was on the phone to the governor of the state before the hurricane hit. SHE REFUSED FEDERAL AID!!!!! This put the mobilization behind by 24 hours!! FEMA has 72 hours to mobilize, because most of the help comes from specialized units of other Fire Departments, Rescue Services, the National Guard, and various LEOs. You also have to have somewhere to PUT them, and supplies to allow them to operate efficiently.

Remember, New Orleans wasn't the ONLY place hit. There's a LOT of territory down there that took a beating from Katrina. Those people deserved help, as well.This spread the help available out across multiple states. Nagin and Whitman screwed the pooch big time. By the grace of the MSM, they were allowed to blame the federal government for not helping "fast enough". Yet, with all of the tax money, state's money, and federal funding, the City of New Orleans crashed and burned due to it's own incompetence. NOT FEMA!!!!!!
