That looks like the type of electronic target system used for International Rifle.

Are the guns also electronic? It looks like it from the photo but the other sites would seem not to be.

They're for standard firearms. I think that the target is evaluated by optical scanning. There are other target systems that use an IR or laser transmitter attached to your gun (e.g. Scatt). Some of these support live fire. But they're intended for training purposes.
