SKS Bayonet Question

I just received my Yugo SKS 59/66 today, and when going over it, I noticed that it seems as if the bayonet has been locked into the closed position, by somehow "dimpling" the back of the screw into place. Is this a common practice? Is there any way I can undo this, or fix the gun in some other manner?

Never heard of it being done on any SKS from anywhere.
You do know you have to pull down on the handle to get it to unlock I assume?

The blade handle? Yes. But, it looks as if I need to unscrew the piece that's locking it in, and the screw will not budge.

No, the knurled sleeve at the base of the handle. I've never heard of a way of fixing a bayo in place.

Update - Once I got home, I confirmed that the bayonet problem wasn't that it was "dimpled" shut, but rather, that I had no idea what I was doing. Thanks for the help, all.
