It's been a long time since I thought about NFA weapons, is it still possible to build a short barrel rifle eg. a 11 inch upper on a post ban and register it for $5?

An AR with a stock and a barrel under 16" would be an SBR, That is $200. A post ban receivered SBR could not have a telescoping stock, flashhider or bayonet lug either, even though it would be an NFA weapon.
