Not so sure about that. One of the roles of the VP has always been to say the stuff that appeals to the base, but that the President can't get away with. It's true that usually applies to campaigning and not to what passes for governing these days, but this whole thing is a campaign.

The VP does a lot of things.. he still breaks ties and presides over the Senate. He still runs NASA. And yes, if the President is a magician, the VP is his flashy handkerchief used to distract for the prestidigitation.

But what he DOES is not necessarily a separate and distinct problem from what he SAYS. When he SAYS that all anyone needs is a shotgun, what he DOES is round up some support for the idea that "no one needs an AR."

2. At the start, run to designated porch area
3. Fire two rounds from double barrel in the air

Yes, unfortunately we do have some legislators that we could gently call willfully ignorant, and not comment on their I.Q.
I'm not at all convinced Joe Biden is in this category. It's amazing how much noise and distraction he creates. On purpose? Who knows? Effective? You bet, I'll agree with that pretty easily.

He says that a shotgun is easier to shoot than an AR. I don't know about ol'Joe's shotguns but mine have alot more recoil and take longer to get back on target than my AR.

The guy obviously knows very little about guns and is just shooting his mouth off.

qualifies misuse of fire arms... too close to other homes, etc.

Very few court jesters are stupid, especially not ones who get to be Vice President of the United States.

Has anyone every seen a good comedian magician's stage act? The guys drops the balls on the floor like a bafoon and low and behold some completely unexpected dazzling thing appears when he picks them up.

Yeah, that's what these guys are like. Look over here { makes a bunch of distracting racket } and while you're not looking over there *WHAM-O* something completely unexpected happens.

I think I would've been happier if we had Sarah Palin as VP. At least we know she's Pro-gun.

Many people made fun of her and think that she's full of air. Compared to Biden, she looks like a genius.
