what is the proper why to set up neck sizing dies

Depends on the type of die you have? Plain, bushing type, Lee Collet Die? The plain and bushing types will normally be set up the same as any seating die unless you only want to partially resize the necks. In that case the standard one may need backing off a half turn, while the bushing type may need the bushing retainer backed out and the decapper adjusted inward. The collet die has its own set of needs, but start with the Lee instruction video for it.

it's a plain rcbs the instruction's say to set it up like a fl die so you can feel it cam over. this is my first attempt at neck sizing. i set it up like a fl die and i'm getting a little scuff mark on the case and on the bullet itself when i chamber them. the scuff marks are 180 degrees apart. i need a magnifying glass to see them they are that lite.

It may be nothing more than drag marks from chambering and extracting. I would color the brass and the bullet with magic marker and gently seat the round with your thumb, then drop the round back out and see if the marks are there? If not, I don't know what gun you have, but a right-handed rifle without positive feed will first push the bullet against the left side of the chamber with its extractor when loading, then the ejector will push it against the right side of the chamber while extracting it again. Different forces and locations, which may account for where they appear (bullet or case)?
