My 10/22T with V24 Weaver ran out of adjustment in the vertical.With vertical adjustment at max, bullet impact is still about 4" below bullseye. Is this unusual? My Banner 3x9 worked fine. Can it be the new scope. ( using Weaver T09 base) Should I shim the rings or base plate? Or get an adjustable mount? Any info. would be greatly appreciated.

If you shim anything, shim the base/receiver and not the rings. The rings you want as steady as possible and any wobble will throw off the scope after each successive shot. I use aluminum cut from a soda/beer can. You may want to expoxy or acraglass it too as this prevents moisture or dirt from building up between the shim, receiver and base.
