Is the cylinder able to spin even if the hammer is fully down?

Reason why I am asking is that a while back, when I was at the local shooting store chain, they had a Schofield for sale, don't remember the maker and I have never seen one. Of course, I ask to check it out. I like the feel of it, but then notice that I could rotate the cylinder with the hammer down. I asked the guy behind the counter and he said it does that and there was nothing wrong with it. It seemed to me that wasn't right, especially with a gun with no hammer safety block. So I walk away. Thing is I have not found another to verify and I couldn't find anything about it on the web. Please answer my question, it's been bugging me for the 2 years now.

The Uberti has three hammer positions Fully forward in the firing position, Half Cock and fully cocked.. In the full forward firing position, You can not spin the cylinder or even break open the gun. Now in the half cock position.. Which is very close in appearance to the full forward position, you can spin the cylinder and break open the gun..

My guess is that the gun was in the "half" cocked position... I do not think any revolver would let you spin the cylinder with the hammer in the full forward firing position
