Annealing is turning a hardened, brittle metal and make it malleable again. Malleable meaning "softening" the metal to make it easy to form.
Annealing brass is pretty easy once you get the hang of it. Whether if it's worth it or not is subjective. If you bought fairly expensive brass and like to reload like I do, then I think it's worth it. Keep in mind, though. 30-06 brass is pretty common and should be found at decent prices. Some argue that it isn't worth it, but I think otherwise...

Used to stand my brass in a bit of water, heat the tip until just red then tip then over. Sshhhish ... Done. Haven't annealed any brass in recent years, haven't had any problems?????
