i would say lead. just ordered almost 200 lbs that should last a few.

It seems I always run out of bullets, I always have plenty of powder and primers, but somehow always come short on bullets.

I make my own bullets so I'd have to say powder.....Well if I had enough money I'd have powder, so money it is.
