SKS trouble (seems improbable doesn't it)

I am in the process of replacing the stock of my SKS with a Tapco Fusion stock and I have all but the gas tube hand guard in place. I have the plastic piece in place on the gas tube but I can't lower the locking lever by the rear sight. When I look at it it almost appears the gas tube isn't sitting low enough and the bar won't rotate into position but I can't get it any lower. It's the only thing preventing me from getting out and throwing lead down range. Any ideas?

Perhaps you need to trim the handguard? I dunno, I never bothered to install that piece on mine.

Thanx you gave me an idea. I took off the handgard an put just the gas tube back on and wouldn't ya know it it was about 1/32 or less off so I took a file to the guard and the crimped metal on the rear end of the gas tube (from me pushing and prying to get the hinge to move and the roll bar over the end plate) and it fits now. BTW here is and approxamation of what it looks like now

Just add a bayo and grenade launcher and take off the side rails and rear tri-rail/scope shield (although I have them but saving for another SKS) and that is what it looks like
