Ever dealt with someone this paranoid of C&R?

I won an auction, contacted the seller about it and the fun began. The ad said C&R ok, depending on the state. My state doesn't have any special requirements, and I told the seller this. Sent him a copy of my C&R. He then told me that he wanted to check with ATF and wanted a copy of my DL to verify that the addresses were the same. Since I'm in the Army and not stationed at my home, my address won't match, and I told him this. The only reason I'm sticking with this is because it's a great deal on the rifle. If this goes through, and the rifle matches the description, I don't want to leave negative feedback, but at the same time, I think C&R people should be aware that this guy has some rather extreme requirements.

I've never used it, but is it like ebay where you can leave neutral feedback.?

Without knowing any details, if it was that good of a deal and the seller knows it, he may be looking for a way not to sell you the rifle.

Just a wild guess.

On edit: that being said, the address on your license is your licensed premises, and if he confirms with ATF the license is valid, that is where he ships it. The address on your DL doesn't enter in to it.

And that's exactly all there is to it... he ships to the address on the C&R.

ATF has directed FFL holders not to ship to any address but the one on the recipient's FFL. Too many people have gotten hold of someone's FFL and used it to order guns which were to be shipped to another address which is a fake "drop".

I'm not asking him to send it to any address than what is on my C&R. I don't get the guy, but whatever.

Be careful and guard your info carefully. There are people looking for your info.

I was trying to buy a Glock 21 from a guy on Texas Gun Trader. I have done a dozen or so trades through that website, and some guys like to trade photo id's before meeting. Seems reasonable to me. This was one of those cases, unlike other cases I only dealt with him through e-mail instead of texting and e-mail. After he got a copy of my concealed license all communication stopped.

Now my CHL is out there, probably in bad people's hands. I did file a police report on the incident. I expect I'll hear from somebody in law enforcement in the next year.

Yeah, I blacked out everything on my DL except my name, address, and DOB, including the number, photos, expiration, etc. He already has my sig from the C&R, so I'm not too worried about that. He is planning on sending it through USPS - I didn't think that was legal.

USPS is probably the best way to send IMO. Make sure to ask for a tracking number as well.

I have never heard anyone wanting anything other than a copy of the C&R for any transaction. Several years ago, I heard of some dealers wanting a signed copy mailed to them; that is an original signed copy.
Today, most I have dealt with will accept a signed e-copy. Some individual sellers will in some instances expect you to comply with your states laws and you will see clauses saying it is your responsibility to do so.
Most honest dealers are familiar with state laws and will expect you to comply: IE, Illinois FOID card must accompany C&R.

I have heard of it, but never for mail order.

Cabelas in the next state over would sell to me face to face, but required the address on my driver's license match that on my FFL.

I have bought from some places that would accept a scanned signed copy, and others wanted a hand signed copy by mail. My first purchase with my FFL was off Gunbroker, and I included a signed copy with my payment.

Hopefully it is just a guy who is not used to dealing with 03 FFLs and just wants to cover his arse.

More than just a few FFL holders here in California are missing part of theirs after Local & Federal oficails are through with them.

It is in North Carolina; it aint in California. Good luck.

An individual agent may have said that, but it is not official policy. ATF has published in their FFL newsletter that there is nothing in the law that says you must ship to an address on the FFL. The addresses can be verified on the eZCheck web site.
